I have had under consideration a
scheme for building a light Railway in the New Territories
from Fan-ling to Shat'aukok as a feeder to the main-line,
and I have the honour to submit it for your approval.
As you are aware for more than 2
years past an eight-foot road has been in process of con-
-struction from Shat'aukok via Fan-ling and San-tin to
Castle Peak Bay, and the portion of the road between Fan-
-ling and Shat'aukok (seven miles in length) is now approach-
-ing completion. The gradients, curves and bridges of the
road were from the outset so constructed as to be suitable
for a light Railway and the bridges, which are of ferro-
-concrete, have been made 14 feet wide. Therefore, in order
to adapt the road for railway purposes it is only necessary
to widen it throughout to the full width of 14 feet, lay
rails and build such stations as may prove to be necessary.
